Overhead view of rows of containerized fuel cell power blocks laid out on a project site.

One team owns the block.

BaseBlue Power is an HDF Energy project. HDF Energy manufactures its own high-power fuel cell systems and integrates them into MW-scale power blocks — design, assembly, testing, commissioning and operator training, all under one roof.

The factory

An industrial line, not a workshop.

HDF Energy’s fuel cell assembly plant in France is a purpose-built industrial facility with nine assembly lines running in parallel. A unit takes an average of a month and a half to build, which is what sets the rhythm of a delivery schedule.

  • 100MW

Annual fuel cell production capacity today

  • 9

Assembly lines, at an average production cycle of 1.5 months per unit

  • Manufacturer, not assembler

HDF Energy designs and manufactures the high-power fuel cell systems itself, then integrates them into containerized power blocks of 1 to 1.5 MW.

  • Mature stacks

Latest-generation automotive PEM stacks at TRL 9 — a technology readiness level that means proven in operation, not proven in a lab.

  • Backed by public industrial funding

€168 M of IPCEI funding from the European Union and the French State, to accelerate the industrialization of HDF’s high-power fuel cells.

Scaling capacity

The line is designed to grow tenfold.

The plant runs at 100 MW a year today and is designed for a ramp-up towards GW-scale manufacturing by 2030. That ramp is a design capability, conditional on market demand rather than committed volume.

On-site testing centre

Every block is run before it ships.

The factory has its own fuel cell testing centre. It reproduces real-life operating conditions to validate robustness, safety and performance — so the first time a block sees a duty cycle is not on your site.

Engineering and commissioning

The scope does not stop at the loading bay.

HDF’s fuel cell engineering services run from the process drawings through to handing a running plant to the people who will operate it. The same team that designed the block signs off its performance on site.

  1. 01

    The sequence

The overall pre-commissioning and commissioning sequence, factory and site, with supervision and definition of the pre-commissioning tests.

  2. 02

    Execution

Planning and execution of commissioning with HDF and its suppliers, and coordination of the punch list from the supplier factories through to plant start-up.

  3. 03

    Acceptance and handover

Validation of contractual performance, issuance of the provisional acceptance certificate, complete as-built documentation, and start-up and training of the future operators.
